Ab toning?

I have relatively slim arms and legs, small ******* and almost no fat at all around my chest. However, all of the fat in my body accumulates around my stomach, lower back, and a little on my **** and hips. The problem is that I’ve had a fat stomach as long as I can remember. I was an obese child but lost about 50-60 pounds when I was 14. Even after that weight loss, I still carry a good amount of fat in my midsection.
Currently I am 5′5″ and about 145 pounds (a little over my ideal weight; unfortunately, college does that to you). Is it even reasonable to think that I could ever have completely flat abs? What regimen would you recommend? I exercise as much as I can, usually preferring the treadmill. I do have access to a full gym, though.
Any diet advice would be appreciated as well, but please keep in mind that I am a vegetarian. Thanks a lot.
